“We will see terrible atrocities when we will be released from Russia,” he said.
He said Russian troops completely destroyed everything, including the shelters where civilians were living.
An estimated 100,000 people remain trapped in Mariupol since it was besieged by Russian forces on March 1, 2022.
The Ukrainian official claimed that more than 20,000 people in the city had died during the attack.
CNN cannot independently identify these figures, as an exact death toll after several weeks of heavy bombardment is not available.
Shmyhal said civilians including women and children were hiding in the Azovstal steel mill, the last stronghold of the Ukrainian defenders inside the city.
He said Russian troops were still besieging the area and Ukraine was talking to partners to negotiate an evacuation corridor.
He also asked ambassadors from all countries, including the United States, to return to their embassies in Kyiv.
